Ma Ying-jeou’s misguided policies yielded a meager margin of economic growth during his two administrations even as China racked up the greatest span of expansion in its recent history. Much of the problem with Taiwan lies in its dysfunctional government, which has been unable to ferret out a course of development for the future. The cure will come through constitutional reform including the adoption of a semi-presidential system and a complete revamping of the committee system in the Legislative Yuan. The government of mainland China is rife with corruption, a situation which can be attributed to thousands of years of graft and bribery at every level of officialdom. The only way to overthrow this deeply engrained culture is to put power squarely in the hands of the people through direct elections of key officials including the president and vice president and the heads of various branches of government. This must be complemented by the election of 1/4 of Parliament each year and other measures to ensure separation of power. A nation’s Constitution is the sum of its people’s visions, goals, values and faith. Taiwan has longed been held back by problems in its Basic Law, which offers no direction, no vision and no foresight. A proper constitution must address and resolve the core issues of all problems.
